Comrade Zinoviev!
I have received 8 drafts from the People's Commissariat of Education sent by you. I absolutely
cannot agree that there is no need to rush with this, that there is anything wrong in the
drafts. I fear that you did not read them carefully. There is no application of commercial principles to schools in the drafts. There is only the involvement of the local population, in
particular the peasants, in participating in the maintenance of schools. I
consider this absolutely correct, absolutely urgently necessary.
