LETTER TO A MEMBER OF THE COLLEGIUM OF THE PEOPLE'S COMMISSARIAT OF FINANCE

I asked you for information only from August. I request in advance:
1) to keep a special record of expenditures and disbursements, the gold reserve
in strict chronological order (of course, in addition to groupings by People's Commissariats or by purpose, if such groupings are required);
2) to necessarily separate the parts of expenditure from the gross amount designated by a general resolution (for example, from an allocation of 100 million for food) from additional
expenditures not provided for by any general resolutions.
Without observing these rules, what you will have is not a report, but chaos, in which you yourself will get entangled. For further instructions, I will wait for your response, which you must send tomorrow.
