proposed sending the theses to all members of the Politburo and approving them by telephone; reported that on September 5 he would send the theses to Oborin in Piter (see
Complete Works, Vol. 53, pp. 172—173, 175).

Secretary of the Board of the Electrical Section at the Petrograd Council of National Economy. At the
XV Congress of the All-Union Communist Party (Bolsheviks), he was expelled from the party for participating in the anti-party

of Kopp *. Be that as it may, the agreement with the German group is very important to us, and we will fully support the desire (if it exists:
we must seek it, support it) to be against the Entente.
