for review by all members of the Politburo and to be confirmed by telephone (my amendments are to be considered adopted if neither the members of the Central Committee nor the members of the commission object; if they do object, I advise acceptance without these amendments, so long as we do not delay). It is also essential to push this through the All-Union Central Council of Trade Unions (VЦSPС) and to publish it in the name of the Council of People's Commissars with a mandatory statement: approved by both the VЦSPС and the Central Committee of the RCP.

I am sending these theses on Monday, September 5, to Petrograd to Oborin with a request for him to give his assessment by telephone. It is important to have the assessment (and I hope also the agreement) of the Petrograd trade union workers.

To Comrade Molotov: it is necessary to demand a signed list of these 30 people and to preserve it in the archives of the Central Committee together with the date of this meeting.
