I hope your concerns (and misunderstandings) about the new economic policy have now disappeared. If not — drop me a line.
I hope to send you today the theses of Kiselyov and comrades on the tariff question. Pass your opinion by telephone to the Sovnarkom Secretariat for Lenin.
It is extremely important to have the quick and full (ideally unanimous) support of these theses by all the trade union workers in Petrograd.
