I hope that your concerns (and misunderstandings) regarding the new economic policy have now disappeared. If not — drop me a line.

I hope to be able to send you today the theses of Kiselev and comrades on the tariff question. Please convey your assessment by telephone to the secretary of the Council of People's Commissars for Lenin.

It is extremely important to have swift and complete (preferably unanimous) support of these theses from all the trade unionists of Petrograd.
