LETTER TO THE SECRETARY OF THE EXECUTIVE COMMITTEE OF THE COMINTERN
September 3, 1921

It is extremely important for us to have precise and regularly received information about the progress of collection of donations from foreign workers for aid to starving Russia. A resolution on this matter was adopted by the Politburo yesterday, which has been sent to you. I would propose that responsible persons be appointed for each country, or for a group of countries, so that these persons monitor the workers' press of various parties and extract precise figures, confining themselves, of course, only to: 1) totals of donations collected; 2) precise indication of the currency in which donations were made; 3) indication of the time period when donations were collected; 4) names of newspapers from which the information was taken, and the parties or organizations that conducted the collections.

It is necessary to give particular emphasis to resolutions of parties or trade unions concerning the deduction of one day's wages.

I would very much request that you answer me as to exactly what measures have been undertaken by the Executive Committee, and when we can expect to receive the first summary information.
