1 The matter concerns a draft decree on state record-keeping and reporting, compiled by the Workers' and Peasants' Inspection (RKI), in conjunction with a commission specifically organized for that purpose under the chairmanship of M.V. Rykunov, chairman of the extraordinary commission on exports. In a memorandum to Lenin, Deputy People's Commissar of the RKI, V. A. Avanesov, reporting on the work done by the RKI together with the Central Statistical Administration (TsSU) on drafting the decree on state record-keeping and reporting, asked Lenin to place M. V. Rykunov, the author of the draft decree, at the disposal of the RKI to systematize the existing materials in various instances and to establish, together with the TsSU, a uniform form of reporting.

And to Rykunov [convey] write (a copy to Iv. Iv. Radchenko) from me, [that] I have read and find:

The most important task for Rykunov now is to establish
reporting (not "excessive," not "volumes," but businesslike) and study
of experience.
The matter is enormous. It is necessary to weigh practical experience
a) with Tsentrosoyuz
b) with guberniya unions
c) with commission agents, merchants.

1 A. G. Goikhbarg asked Lenin to send to the Council of Labor and Defense (STO) his opinion on the question of combining the tax with the monopoly on fur. Goikhbarg's request was prompted by the resolution of the Small Council of People's Commissars on the surrender of fur exclusively to state bodies, to which Goikhbarg objected, seeing in this a violation of the resolution on replacing the requisition with a tax in kind. *
