I have received and read your communication of August 31st. If the news you report—that you have completely and indisputably resolved the question of dehydrating peat by factory methods—fully corresponds to reality, then it is of tremendous importance. It is necessary to immediately conduct a verification or technical expert examination, and then resolve the question of allocating to you the requested provisions and foreign currency. You must inform us of the exact quantity of provisions and foreign currency you are requesting.

Your communication that the rights granted to you by the Council of People's Commissars were long ago revoked surprises me, for no one could have revoked them.

I request that a meeting be organized with the participation of comrade Radchenko, a representative of Gosplan, Smolyarinov, and Krasin.¹⁶⁵ Since Krasin is departing on September 7th, it is desirable to complete this before his departure. The meeting's tasks: to take measures to verify your communication and to determine the quantity of provisions and foreign currency to be issued, as well as the conditions for such issuance.
