DRAFT DIRECTIVE OF THE POLITBURO OF THE CENTRAL COMMITTEE OF THE RCP(b)
TO V. L. KOPP, REPRESENTATIVE OF THE RSFSR IN GERMANY 1

The Politburo attaches great importance to the group of concessionaires with whom you are conducting negotiations. You are instructed to expedite these negotiations and to refute all rumors and falsehoods alleging that we are opposed to this very group. We stand fully behind them and will give them our preferential treatment—provided, of course, that they do not delay matters unduly and force us, against our ardent desire, to turn to competitors.
Do not believe the rumors; conduct your affairs independently and with dispatch. We will sign the agreement in Moscow—as long as your concessionaires put an end to the bureaucratic delays and swiftly present a draft agreement that is acceptable to us.

On August 31, 1921, the Politburo of the Central Committee of the Party heard a report on the directives addressed to V. L. Kopn, Representative of the RSFSR in Germany, concerning his special mission in Berlin, and adopted a resolution approving them.
The discussion centered on the organization of negotiations with German industrial firms regarding the conclusion of trade and concession agreements. These negotiations were conducted through the trade representatives of the RSFSR in Germany—V. L. Kopn, B. S. Stomonyakov, V. L. Shklovsky, V. V. Starkov, and others.
