We, Doukhobors, living in Canada, left
Russia—our
Homeland, in order to rid ourselves of the violence of the autocratic Tsarist government
that forced us to renounce our principles: equality, brotherhood, and freedom. We believe that Russia has embarked on the path of liberating
the oppressed people and we wish to join it and help. We
have chosen delegates to go to Russia for negotiations with you
and convey to you our goals and intentions. We ask you to allow them free
passage to enter Russia. With greetings from the entire Doukhobor Society...

I instruct the People's Commissars of Finance and Rabkrin [People's Commissariat of Workers' and Peasants' Inspection] (or their deputies)
to immediately convene a meeting with the participation of the chairman of the Small SNK
and the manager of affairs of the SNK to develop and submit to the SNK within a week
draft resolutions to combat the violations of the law indicated here. I draw the attention of the Rabkrin to the
oversight.
How could the outrages indicated in this paper have been tolerated until now? in particular, NKPros's [People's Commissariat of Education] overspending on
theaters?

...On the path of implementing the responsibilities assigned to
the central and local financial bodies, one has recently had to face
exceptionally unfavorable obstacles, chiefly with the fact of complete neglect
on the part of the executive bodies of the Soviet power of the Constitution's instructions regarding the preparation
of estimates and the implementation of expenditures in accordance with them,
which has an extremely harmful impact on the overall state of the budget and introduces exceptional
shocks into the system of monetary circulation.
To illustrate, it will suffice to mention the following circumstances: 1) in some
areas, workers are paid not according to tariff rates, but according to free market prices,
sometimes reaching 700 thousand rubles per person per day (Volga region, western
and eastern provinces); 2) artists and workers in Soviet theaters are compensated not according to
tariff salaries, but with additions of many hundreds of percent of the latter (while according to the estimate
