In forwarding the resolution of the Presidium of the Moscow Soviet of People's Commissars, I request both the Chairman and all members of the Little Council of People's Commissars, especially comrade Goikhbarg as a legal expert, to give the utmost attention to the necessity of more careful, thorough, and deliberate preparation of the text of decrees.

Endless amendments are intolerable.

My impression, too, is that a number of decrees of the Little Council of People's Commissars have lately been hasty.

It is necessary to take the most serious measures against this disorder, so as not to provoke the worst protests from the population and the raising of the question against the Little Council of People's Commissars in the Central Committee.
