INQUIRY CONCERNING THE PROGRESS OF THE SOWING CAMPAIGN. OCTOBER 4, 1921

has not been carried out up to now (282). The question has not even been heard yet and has not been on the agenda.

I propose that an emergency meeting of the Small Council of People’s Commissars be convened immediately, the departments concerned be summoned by ultimatum, and the question be resolved. The departments that have failed to submit their conclusions are to be punished and this is to be announced in the press.
