RESOLUTION ON POSTAL-TELEGRAPH MESSAGE
OF L. B. KRASIN¹
[AUGUST 9, 1921]

Yes. We shall send to the Council of Labor and Defense tomorrow! ² In a postal-telegraph message to the Secretariat of the Central Committee of the RCP(b), People's Commissar of Foreign Trade L. B. Krasin and Deputy People's Commissar of Finance A. O. Alsky requested "to place before the Politburo as a matter of exceptional urgency the question of reserving silver from Western Siberia..." (underlined by V. I. Lenin), pointing out that "the immediate resolution of this depends upon the purchase of livestock in Mongolia and the provisioning of Red Army units there." The present resolution is V. I. Lenin's response to a note made by V. M. Molotov on the telegraph message: "Shall I transmit, as you proposed yesterday, to the Council of Labor and Defense? V. M." (TsPA IML at the CC CPSU).

² On August 10 this question was discussed at a session of the Council of Labor and Defense. A decision was adopted to entrust a commission consisting of L. B. Krasin, A. O. Alsky, and V. M. Molotov to coordinate this question within a three-day period.

Written in connection with discussion on August 12, 1921 at a session of the Small Council of People's Commissars of the "Draft Decree of the Council of People's Commissars on Granting the State Publishing House the Right to Publish and Republish Educational Manuals and Textbooks." On the protocol of the Small Council of People's Commissars session, signed by V. I. Lenin, a note was made: "To the Large Council of People's Commissars by order of V. I. 13/VIII" (TsPA IML at the CC CPSU). On August 16 the draft decree was approved at a session of the Council of People's Commissars.
