To the Governorate Executive Committee, with copies sent to the Governorate Trade Union, the Governorate Land Department, the Governorate Food Committee, and the Governorate Cheka.
Despite numerous repeated directives from higher party bodies as well as Soviet authorities stressing the urgent need for the most prompt and complete submission of winter grain seeds by state farms, reports continue to arrive from the localities indicating that certain governorates are pursuing several distinct objectives: first, to conceal their actual sown acreage; second, to underreport yields; third, to artificially inflate the number of dependents in their submitted data; and fourth, to seek out all manner of bonus payments—payments entirely unprovided for in any official regulations and which effectively nullify the quantities that ought to be delivered. It is hereby ordered that, under personal and strictest liability before the Revolutionary Tribunal, the head of the Governorate Land Department, along with each individual state farm and affiliated collective farm, shall, in the most urgent possible manner, deliver the grain quotas assigned to them according to the distribution plan. Any delay whatsoever will be regarded as the gravest of crimes and will be punished with the utmost severity characteristic of revolutionary times. The Governorate Cheka is instructed to rigorously verify the actual receipt of this directive and to ensure its faithful implementation.
