I received your paper about Makhonin*.
Isn't it necessary to officially run such a decision through the State
Planning Commission 2.
Or is there no reason yet, and is it more expedient to leave it for now as
a private exchange of opinions.

1 Makhonin - an engineer, an electrical engineer, who carried out experiments in the electrification of railways.
2 The decision that G. M. Krzhizhanovsky came to after negotiations with experts about the experience with the Makhonin electric train, boiled down to the fact that Makhonin's experience has neither technical nor economic significance and therefore cannot be used to improve railway transport. In the spirit of this decision, at the VIII All-Russian Electrotechnical Congress, a resolution was adopted on the report of Prof. L. V. Dreyer about the Makhonin electric train: "2. Recognize that the Makhonin electric train has no technical or economic significance. 3. Consider it desirable that in the future no unsubstantiated experiments requiring large expenditures be carried out" (see "Proceedings of the VIII All-Russian Electrotechnical Congress", issue 1, p. 177).

First, print a brief summary in the newspapers, indications:
where to look? what is important? and so on.
Re-edit the collection three times during the month, 3-30 IX, and only then approve it for publication.

1 The systematic collection of decrees on the railway tariff, planned for publication by the Small Council of People's Commissars, is meant. At the meeting of September 20, 1921, the Council of People's Commissars did not approve the publication of the collection.
