GRAIN PROCUREMENT

Vladimirov.
I think that it is best to resolve this issue with Vakovsky and Frunze, who have departed for Moscow. My opinion is known -
1 M. V.
Frunze is commander of the troops of Ukraine and Crimea and
authorized representative of the Revolutionary Military Council under the Ukrainian SSR.

1 The figure of 133 million poods of food tax from Ukraine was obtained as follows: the initial calculation by the Ukrainian Statistical Bureau gave 112 million poods. Then, the People's Commissariat of Food of Ukraine created a commission that raised the district rates and obtained the figure of million poods. At
the plenum of the Central Committee of the KP(b)U after the review
of the rates were raised, as a result of which the food tax figure of 133 million poods + 18 million poods was obtained (this is P. I. Popov's correction).

The figure "180" represents, apparently, the sum of the food tax collection
from the rest of
Soviet Russia, and "237" is the total food tax in 1921 (see Lenin, Works, vol. XXV II, p. 130).
