I am compelled to note the unsatisfactory nature of your work in executing
the resolution of the Council of Labour and Defence of June 21, communicated to you by the People’s Commissariat of Food on June 22 under No. 79758.

The situation that has arisen obliges me to assume overall direction of your fulfilment of the combat assignment of the C.L.D., to monitor your work daily in all its
stages. I order that, beginning August 15, a regular dispatch to Moscow, addressed to the People’s Commissariat of Food, be established at the rate of one route-train per day, each of no fewer than thirty wagons. The route-trains are to be designated “Sovnarkom route-trains,” and a special numbering is to be introduced, beginning with No. 21. Within three days, I oblige Comrade Kalmanovich to communicate
the following information, which you ought constantly to have at your disposal as material for the overall direction of the implementation of the combat assignment of the C.L.D.: 1.

To which sections of the railway, and in what quantity to each, are the 500,000 poods of grain reserved for the centre gravitating; 2. How much of the grain gravitating to each section is located at and near stations, and at what average distance is the remaining grain; 3. How is cart-haulage proceeding

and what measures will you take to bring the stocks at stations to a level guaranteeing the immediate fulfilment of my demand for the regular dispatch of one route-train every
day; 4. Whether loading is provided for in terms of labour power and wagons suitable for bulk grain, and what has been undertaken by Sibprodkomb and Sibops to ensure fulfilment of the order. I direct that henceforth you inform me via the duty representative of the People’s Commissariat of Food on the government wire, or, in the absence of communication with the duty officer of the People’s Commissariat of Food, on the wires of the field staff, every sixth day for the preceding five days, submitting the first report on August 21 in accordance with the following scheme: for each section of the railway, the anticipated haulage in the forthcoming five-day period, the stocks at stations of grain consigned to the centre, the quantity loaded during the preceding five-day period and the quantity of grain dispatched to the centre by route-trains over the same period, and the balance of grain loaded for the centre but not yet formed into route-trains on wheels. Should there be the slightest danger of the assignment not being fulfilled for whatever reason, you are obliged to report what preventive measures you have taken, indicating the date on which the order was given. In addition,
daily on the same addresses you are obliged to report on the dispatch of route-trains, indicating the route-train numbers and the stations of dispatch. Route-trains are to be dispatched accompanied by responsible commandants, with a guard detachment, oilers responsible for the proper condition of the running gear. All reporting previously established by the People’s Commissariat of Food and the People’s Commissariat of Ways of Communication remains in force. Sibrevkom and Sibburo are charged with the duty of rendering effective assistance to Sibprodkomb and Sibops in their day-to-day current work of fulfilling this combat assignment. Confirm receipt immediately
and indicate the posts and surnames of the staff directing this work, specifying each one’s area of responsibility.
