Propose to comrade Avanesov to limit himself in the present inspection investigation to those data which have already been collected or requisitioned concerning the state of the fishing industry, to systematize them and after two weeks to make a report to the Council of Labor and Defense on measures to aid the fishing industry.

¹ THE CONFLICT between Glavryba (A. I. Notyaev) and the People's Commissariat of Food was the subject of examination by a special commission of the Central Committee of the RCP on July 4 and 7, 1921. The essence of the disagreements between the People's Commissariat of Food and Glavryba, as is evident from the report of the representative of the Workers' and Peasants' Inspectorate on the state of the fishing industry, came down to the fact that Glavryba insisted on its inclusion in the system of chief administrations of the Supreme Council of the National Economy, which supplied it with equipment, while the People's Commissariat of Food, regarding the fishing enterprises as one of the most important branches of supply, wished to retain direction of Glavryba's work for itself. This struggle went beyond the bounds of official relations and hampered the activities of the apparatus at lower levels because of personal friction at the center.

² A resolution on measures to strengthen the supply of the fishing industries was considered by the Council of Labor and Defense on August 3, 1921, and, after coordination with the interested departments, was submitted for Lenin's signature.
