To all gubkoms and oblast committees

Confirming the circular telegram to the gubernational executive committees and provincial committees [signed by] Chairman of the People's Commissariat Lenin and Deputy People's Commissar of the People's Commissariat Bryukhanov, number 251/t1*, the Central Committee draws the attention of the gubernational committees [to] the following: 1) the food situation in the Republic is extremely difficult [due to] crop failure [in] a number of provinces, free trade, free exchange [for] a number of reasons do not solve the issues of supply, there is a widespread increase in the prices of agricultural products, a relative decrease in the prices of factory and factory products; 2) therefore, the importance of commodity exchange should not be exaggerated [at] the present time, giving the tax a secondary place, which would be criminal short-sightedness. The main condition for solving the food crisis is the successful collection of natu-taxes. In view of the above, the Central Committee categorically proposes to the gubernational committees: 1) to take urgent measures [to] restore and strengthen the prodapparat, reserving it [throughout] the whole province against the displacement and change of prod-workers without the consent of the prodkommissars and Komprod; 2) to reinforce the prodrupat by additional mobilizations of party and professional forces [with] such a calculation that the formation of the tax inspection staff of at least one per volost must be completed [within] two weeks; 3) in view of the novelty of the case and for the management of village councils, to give at least one comrade [per] volost [as a temporary inspector]; 4) organize and develop a broad agitation of the rural population, explaining the economic benefits of timely and full implementation of taxes; 5) involve village committees to assist village councils [in] implementing taxes; 6) raise the authority of the prodproduction agencies [in] party and soviet circles and among the population, which has suffered greatly [during] the transition [to] the new policy, for which purpose take measures [to] stop indiscriminate, unfounded accusations against prodproduction workers; 7) to take measures [to] return [to] prodprodkomissar [to] work those comrades whose guilt has not been proven; 8) not to lose sight of the fact that the successful implementation of taxes, which are a duty, is ensured by the fact that the law grants to simplkomissars and gubprodkomissars the right of judicial and administrative penalties [against] defective payers, as well as the right to restrict and even temporarily prohibit free exchange; 9) to nominate [to] the posts of chairmen of the food sessions of the revtribunals staunch comrades who have [in the] past had [a] connection [with] prodrabota, who are familiar [with] the latter; 10) to establish full contact between prod organs, party organizations, also prod organs [and] executive committees, especially village councils, volizpolkoms; 11) to provide prod organs with the necessary party authority and the full force of the state coercive apparatus. The Central Committee proposes that the gubernational committees together with [the] executive committees, gubernational prodkoms inform the Central Committee, copies [to the] Komprod [about] the progress of preparatory work and the execution of the instructions given; specially responsible comrades of the Central Committee and the Komprod are appointed [to] supervise [the] information. Responsibility for the correct and timely preparation of the prodaparatovs is assigned personally [to] the secretaries and members of the gubernatorial committees, pre-gubispolkoms and gubernatorial prodkomissars.
