Draft unanimous resolution of the Politbureau

1. The decision of the Politbureau on the appointment of T. Trotsky to prodromotics work in the Ukraine is canceled. Trotsky for prodromotics work in the Ukraine.

2. It is decreed that t. Trotsky, in connection with the aggravation of the international situation (a sign of the aggressive policy of France; something like the "experience of intervention" in Murmansk, etc.), devotes more energy to military work (strengthening the combat readiness of the army).

3. It is decided that t. Trotsky has the right to take over (at a distance not too far from Moscow in order not to be interrupted from the work in the center) one or more state farms owned by the Military Department; to these state farms the law on the extension of the financial and material independence of large enterprises is applied as an experience1*; these state farms take on lease the surrounding industrial enterprises for the purpose of combining agriculture with industry and creating an economic whole with the special task of checking from below the correctness and expediency of our decrees, analyzing the conditions of employment and the conditions of the work of the army. This experience must be carried out under conditions which, for the sake of the pure conduct of this experience2*, exclude any privileged position for these enterprises and state farms3*.

By special resolution:

It is recognized that it is necessary to put on the line the question of more intensified transfer of the army to economic work and instructs the Revolutionary Military Council of the Republic to discuss and prepare this specifically in a number of sessions.

1At a meeting of the Politburo of the Central Committee of the RCP(b) on July 16, 1921, V.I.Lenin proposed that L.D.Trotsky be appointed People's Commissar of Food of Ukraine. The proposal was discussed with Trotsky's participation. The following resolution was adopted: "a) To appoint Mr. Trotsky as People's Commissar of Food of Ukraine, b) In view of Mr. Trotsky's protest not to enforce this decision until the plenum is convened. To instruct the Organizing Bureau to convene a plenum as soon as possible" (RCCHIDNI, f. 17, op. 3, d. 190, l. 4). Lenin wrote the published documents on July 28 and sent them to V.M.Molotov on July 29. Having familiarized himself with Lenin's draft decree, Molotov made an addition to the third paragraph of the draft and returned it to Lenin, who in turn corrected Molotov's addition (see footnotes). On August 1, Molotov sent the draft decree to Trotsky, reporting that Lenin, L.B. Kamenev, and Molotov had voted: "For" (RCCHIDNI, f. 2, op. 1, d. 20014, fol. 7). Trotsky voted against. Having received the draft from Trotsky, Molotov changed his addition and informed Trotsky about it in the following letter: "Tov. Trotsky. Dear Comrade! The draft of the unanimous resolution of the Bureau sent to you on 1/VIII concerning state farms and industrial enterprises was not a resolution but a draft resolution, for in order to turn it into a resolution it was necessary to poll all the members of the Bureau; meanwhile, before it was sent to you, the vote of T. Zinoviev had not yet been received. Zinoviev. If I wrote (from above): "To the members of the PB - for a final vote", this was done because, as it seemed to me, it was possible to count on its adoption. Having received your feedback of 2/VIII, I propose the following addition to the original draft (at the end of the draft): "The leasing for the same purposes of state farms of other departments is not excluded, if there is a voluntary consent of the institutions concerned." The previous draft together with this new addition is put again to the vote of the PB" (RCCHIDNI, ibid., fol. 8). The last version of the draft was approved at the evening session of the plenum of the Central Committee of the RCP(b) on August 9. Trotsky attended the plenum (see: RCCHIDNI, f. 17, op. 2, d. 71, l. 2).
