ON COLLECTIVE PAYMENT OF LABOR OF EMPLOYEES IN SOVIET INSTITUTIONS
DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS

#### DRAFT POINT "A"
Entrust the Central Commission of Five [on worker supply, when establishing norms for natural allowances to workers in Soviet institutions according to the decree on collective payment] to collect the most complete materials to account for [preliminary] the actual natural allowances [currently in place in institutions] before the introduction of collective payment, as well as the sizes of actual monetary payments [established by the said decree], including all and every kind of such payment, without any exception, including expenses for cab drivers, etc.

Collective supply, both for workers and employees, is introduced only with the following rules:
1) Each enterprise where collective supply is introduced enters into a special contract with the government;
2) Under this contract, the enterprise (through its management and specially selected leaders) undertakes to consistently reduce the number of workers and employees and increase their productivity and labor discipline to a normal level. For state employees, the enterprise corresponds to a department or sub-department, etc.
3) Non-compliance with the contract will result in punishment up to the complete cessation of supply.
* The draft resolution on collective payment of labor of employees in Soviet institutions was discussed in the Sovnarkom on June 14, 21, and 24, 1921. In the last meeting, the Sovnarkom made a principled decision to transition to collective payment of labor of employees in Soviet institutions, starting from July 1 for Moscow and Petrograd, and from September 1, 1921, for the rest of the republic, and established a commission on the issue of collective payment of labor of employees in Soviet institutions. The members of the commission, A. B. Khalatov, L. I. Ginsburg, and A. S. Kiselev, were tasked with: "Finalizing the present draft to precisely determine, even on the basis of small sample data, how many Soviet employees will remain after the reduction and what their monetary and natural payment will be. The norm for the reduction to be achieved should be a minimum of twice, and if possible, three times. The guiding principle for the commission should be to achieve a situation where satisfactory labor productivity in Soviet institutions is ensured." On June 28, based on the report by A. B. Khalatov and L. I. Ginsburg, the Sovnarkom adopted decisions, largely formulated by Lenin. Point "g" of the resolution was edited by Lenin on a separate sheet of paper and adopted by the Sovnarkom without changes. The final text of the resolution on collective payment of labor of employees in Soviet institutions was adopted by the Sovnarkom on July 8, 1921.
