Why was this not brought before the Council of Labor and Defense?

While Neprykhin was in Moscow, it was impossible to settle the matter. One cannot leave such things without punishment.

This is negligence, not the leadership of economic work. Lenin.

2 On 27 July A. I. Potyayev wrote to Lenin about disagreements between him and N. P. Bryukhanov concerning the organizational relations between Glavryba [Chief Fish Administration] and Narkomprod [People's Commissariat of Food Supply], which deprived Glavryba of organizational and economic independence. A. I. Potyayev also pointed out minor frictions that hindered the uninterrupted work of Glavryba.
