It is disgracefully long that they are not releasing the pamphlet (Council of Labor and Defense directive). It is already ready, after all.

There will be another Council of Labor and Defense meeting.

Write down and think through how we might check whether [this directive] exists in all the volosts?

**EDITORIAL NOTES:**

1. The note was written on the basis of a report from Centroprint of July 23 concerning the fact that the resolution of the All-Russian Central Executive Committee of July 1 on the accountability of local organs had not been received for distribution, except for copies sent to Lenin.

2. The note by L. A. Fotieva was written, apparently, upon receipt of a report from V. A. Smolyaninov concerning the reasons for the delay in the "Directive."

3. The date is determined by Smolyaninov's report of July 26, in which he informed Lenin that the first printing of the "Directive of the Council of Labor and Defense" had been received by the People's Commissariat of Internal Affairs for distribution on July 26. On this report Lenin wrote the following (fourth) note.
