4) How many responses have been received regarding the volume of surpluses and raw materials that could be obtained in exchange for so-and-so?
Grain?
Other food products?
Industrial raw materials? and so forth.
How much was actually exchanged during the reporting period? What was exchanged for what?
In my view, no such reports have yet been compiled—and what is lacking remains unaddressed.
It’s all just talk.

* The resolution
had been forwarded to Lenin by the Communist Fraction of the Congress of Representatives of the Central Union (July 16–23, 1921), whose work was intended to define the forms and boundaries of the Central Union’s activities under the conditions of the New Economic Policy.
At the Congress, in addition to questions pertaining to the immediate operations of cooperatives in the realm of commodity exchange, organization, and the like, there were also discussions on the international situation, foreign trade (L. B. Krasin), and international cooperation. Besides plenary sessions, various sections were in operation.
Lenin followed the Congress closely and greeted it with a letter (see Lenin, Collected Works, vol. XXVI, p. 470).
