I am very sorry to say that while you have accused others of being hysterical, you yourself have (to put it
mildly) succumbed to the mood. Will you please write in
future with greater restraint and deliberation .

Central Administration of Horse Breeding (Gukon) of the
People’s Commissariat for Agriculture, who said the horse-breeding
industry was in a grave state due to the bad work of the People’s
Commissariat for Agriculture.
