**FROM A LETTER**

**TO THE EDITORIAL BOARDS OF *IZVESTIYA VTSIK*, *PRAVDA*, *BEDNOTА*, *EKONOMICHESKAYA ZHIZN***

I request that attention be directed to No. 44 of the *Collection of Laws and Decrees of the Government* of 1 July 1921: "On Local Economic Conferences, Their Reporting and Guidance by Decree of the Council of People's Commissars and the Council of Labor and Defense" (resolution of the All-Russian Central Executive Committee).

It is necessary to publish several articles explaining and providing detailed exposition of the significance of this resolution of the All-Russian Central Executive Committee, in particular emphasizing that under no circumstances should any special apparatus for reporting be created, *for* the law declares that the sole apparatus shall be the provincial and district statistical bureaux.

Expound in detail the principled significance of local economic conferences and of reporting published for universal information—both for the implementation of the new economic policy in general and for correct economic construction.

Especially emphasize the question of commodity exchange, then the development of local economic initiative, the struggle against bureaucratism, and the involvement of non-party persons in economic construction work.

I request ROSTA to send two or three brief telegrams on this theme in order to immediately inform all provincial and district cities, with the request that they reprint the material in all local party and Soviet newspapers.

I request that the editorial boards of Moscow newspapers send me either clippings of the articles published in accordance with this request, or separate issues with the articles on this theme specially marked.

I request that you inform me what measures you have taken to implement paragraph 9 of the All-Russian Central Executive Committee resolution of 1 July concerning the reporting of local organs, as well as for proper and rapid distribution of this resolution to all local institutions. You must inform me by what date the delivery of this resolution to provincial, district, and volost organs will be completed.

Lenin's inquiry of 21 July 1921): "Tsentropechat has not yet received the All-Russian Central Executive Committee resolution of 1 July on the reporting of local organs at all (except for 2 copies sent with your letter). At the present time only 3,000 copies have been printed, which are at the disposal of the All-Russian Central Executive Committee. Once printing at the Cheka Press is completed, we will take all measures for delivery and will inform you.

Regarding delivery of *Ekonomicheskaya Zhizn'* to the economic conferences, we are giving instructions to all departments of Tsentropechat to supply the economic conferences with this newspaper in 2 copies as a matter of priority."
