I conceive of the organizational link only with GOELRO, since planned tasks in connection with the general electrification plan must come from GOELRO.
In a scientific respect, the wind power commission should be completely autonomous, for any connection with the Scientific-Technical Department of the Supreme Council of National Economy could freeze the matter.
The Scientific-Technical Department needs to be "shaken up" like crabs in a sack, and these Augean stables cleaned out.
In the wind-power commission I propose, I have already considered the following individuals...

power installations, I, among other things, became acquainted with the work of the aero-dynamic station of the late Professor Zhukovsky (considered the first in the world theorist of aero-dynamics). His works give me confidence,
that the expedient use of the experiments and theory of Professors La Cour and Zhukovsky by design engineers will give us the opportunity to use
wind power energy on a larger scale than fuel-thermal.
In ten years, we will be able to surpass the GOELRO plan in terms of the amount of energy...

NOTES ON WIND POWER INSTALLATIONS

... But the main ones for now are wind power installations. Russia is rich in winds
(not only in the heads of some "Soviet dignitaries"). The use of these winds will be the first step in organizing J "Glavsolntse" J, the idea of which will be implemented.

indicate literature, especially German. And first study it (in Gosplan).
