Chicherin complains that the foreigners are being deprived of state supplies. He insists that this is absolutely
impossible. I find his arguments serious. Please discuss
whether it would not be desirable to buy certain quantities
of foodstuffs abroad for the arriving foreigners, and to
charge them at a rate that would quite cover our expenditures.

Chicherin has an even stronger complaint over the 100 rations taken away from the personnel of the People’s
Commissariat for Foreign Affairs. I think that these rations should in fact be loft, with the P.C.F.A.
