To the On-Duty Secretary:
1) Please distribute the sealed envelopes.
Record all items and verify the return of the envelopes, ensuring that each is duly signed.
2) From the packet addressed to Krzhizhanovsky, extract the draft and have it rewritten—taking into account my amendments—with two to five copies prepared by Karaidashov.
The original should be forwarded to Krzhizhanovsky in two copies.
One copy is to be placed in Smilge’s packet No. 3.
The remaining copies are to be sent to me.

1 The instruction to the secretary was issued in connection with the dispatch, to G. M. Krzhizhanovsky, I. T. Smilge, N. G. Bryukhanov, A. M. Lezhava, V. A. Avanesov, and V. V. Schmidt, of the draft theses of the All‑Union Council of National Economy concerning the implementation of the principles of the New Economic Policy, which had been adopted by the Presidium of the All‑Union Council of National Economy on July 6, 1921 (see V. I. Lenin, Complete Collected Works, Volume 53, pp. 19–20).
After thorough discussion and deliberation on the draft theses within the Politburo of the Central Committee of the RCP(b), at a meeting of the Communist faction of the Central Committees of Trade Unions, the Presidium of the Moscow City Council of Trade Unions, and representatives of Petrograd’s trade unions held on August 9, 1921, the theses were approved by a plenary session of the Central Committee of the RCP(b) and, on the same day, were formally codified by the Sovnarkom as the “Instruction of the Council of People’s Commissars on the Implementation of the Principles of the New Economic Policy” (see “Decisions of the Party and Government on Economic Issues,” Volume 1, 1967, pp. 244–248).
The amendments made by V. I. Lenin to the draft theses of the All‑Union Council of National Economy, as mentioned in the document, can be found in Lenin’s Collection X X, pp. 102–106.
2 G. M. Krzhizhanovsky had been a member of the Party since 1893. From 1921 to 1930, he served as the head of Gosplan.
