LENIN COLLECTION of industrial products. This meeting must be organized very urgently.
PrSNK V. Ulyanov (Lenin).
1 Rykov A. I. – in 1921, Chairman of the Supreme Council of National Economy.
* Rakovsky Kh. G. – in 1921, Chairman of the Council of People's Commissars of the Ukrainian SSR.

NOTE TO A. D. TSIURUPA \

6 P°

[Between March 11 and 14, 1921]
Comrade Tsiurupa. I need the following information by 12 o'clock tomorrow:
1) The amount of bread and animal feed grain given to the population by month for 1919-1920 – three columns: People's Commissariat for Food, potatoes, and fodder grain.
2) The amount of grain collected by the People's Commissariat for Food: a) through outright requisitioning and b) for grinding; totals for 1920-1921 (for the number of months available).
3) The number of provinces (and their requisitioning) that have fulfilled requisitioning
(1920 – 21) by such and such a month by 100% by such and such a month by 75%.
Tell Seppius
2 or whoever is in charge of this for you, that if I don't receive an answer signed by a responsible person by 12 o'clock, I will have them imprisoned.
P. S. Two more things: 1) Were there any other collections of grain for "services" besides grinding**,
2) Is there any data on free prices
(for bread) for salt, etc. (remember, I asked you about this a long time ago).
Lenin
1 During the work of the commission preparing theses for the congress on replacing requisitioning with a tax, Lenin requested information from Tsiurupa about the state of the bread and fodder balance. Lenin's letter to Tsiurupa, requesting information on the distribution and procurement of bread in 1919-1920, was written by Lenin no earlier than March 11,
as can be seen from the reference of the Parkomprod, which presented information up to March 10 inclusive. Both this and the following document, "Calculation of the annual bread requirement in the republic," are rough drafts,
apparently done by Lenin in preparation for the resolution and report on the tax in kind.
The statistical table "On the supply of the population with animal feed grain,"
sent by A. Khalatov, is printed in the appendix.
8 Seppius V. I. – was in charge of the fodder grain department of the People's Commissariat for Food.
