Dear Comrade! Would you be so kind as to sketch out for me the substance of the decision of the Small Soviet from 14. VII in the matter of the storage of English goods 39. Why was it coordinated with the Commissariat of Foreign Affairs and not with the Commissariat of Trade?

Why was Stein not heard?

And how practically to settle this entire little affair? What is your opinion?
