1) Fix the next report in [2 weeks] 1 month.
2) Check through an Authorised Representative from the Central Statistical Board the form of reporting and the correctness both of its dispatch to the localities and of the localities' fulfilment of their duty in drawing up reports.
Time limit: 1 week*.
3) Instruct Centrosoyuz to submit to the Council of People's Commissars a series of decisions on more energetic struggle against [swindlers] anarchic commodity exchange.
Time limit: 1 week.
I) As regards equivalents, to grant Centrosoyuz and its local agencies, down to village commodity-exchange points, to conduct affairs with greater freedom and to introduce into the system high premiums for speed of turnover and its SCALE**.
Time limit: 1 week for submission to the Small Council of People's Commissars.

*Footnote: In the session of July 15, the Council of People's Commissars heard two reports concerning Centrosoyuz: a report by L. M. Khinchuk "On the organisation of commodity exchange and the need to intensify and accelerate work in this direction!" and a report by N. P. Bryukhanov "On carrying out, in pursuance of the decision of the Council of People's Commissars of July 14, 1921, supervision over Centrosoyuz with the aim of acquiring the maximum amount of grain through commodity exchange". A common resolution was adopted on both reports, the draft of which, in the part concerning L. Khinchuk's report, was written by Lenin.
