I have received a paper from Chicherin, who reports that on 11/VII the question of the procedure for importing and storing English goods was decided without hearing Comrade Stein, the delegate from the People's Commissariat of Foreign Affairs (Narkomindel). This was done despite the fact that Comrade Stein sat in the waiting room from 3 to 9 p.m. Chicherin complains about the adoption of the resolution without the participation of the People's Commissariat of Foreign Affairs (Narkomindel) and about the fact that the resolution, approved without their participation, has already been published in *Economic Life*.
I request that measures be taken to correct the admitted irregularity.
