I have received a paper from Chicherin, who reports that on 11-VII the question of the procedure for the import and storage of English goods was decided without hearing comrade Stein, who was delegated by the Commissariat of Foreign Affairs. This was done despite the fact that comrade Stein sat in the reception room from 3 to 9 in the evening. Chicherin complains about the adoption of a resolution without the participation of the Commissariat of Foreign Affairs and about the fact that the resolution approved without their participation has already been published in *Economic Life*.

I request that measures be taken to correct the irregularity that has been permitted.
