4 The issue "On the Needs of the Shock Factories of Ivanovo-Voznesensk" was on the agenda of the Council of People's Commissars on April 12, 1921, based on the report by Kutuzov.
All points of the decree that did not cause disagreement within the commission created by Lenin were approved by the Council of People's Commissars. On the controversial issue of
supplying Ivanovo-Voznesensk with bread, it was decided to secure for it
100 wagons. The second contentious issue of supplying Ivanovo-Voznesensk
with freight and passenger cars was also resolved on April 12. By
special order of the Council of People's Commissars, within a 3-day period, the Supreme Council of National Economy and its Moscow
bodies were to transfer 20 serviceable vehicles to the
Ivanovo-Voznesensk Provincial Executive Committee. As can be seen from the protocol
