Collective supply, both for workers and employees, is introduced only with the observance of the following rules:
1) each
enterprise where collective supply is introduced, concludes a special agreement with the government;
2) according to this agreement, the enterprise (represented by the board and specially
selected people)
undertakes to steadily reduce the number of workers and employees and to increase their productivity, as well as labor discipline to normal values. For employees in industry, the equivalent is a department OR sub-department, etc. for Soviet employees.
3) Non-fulfillment of the agreement entails punishment up to
deprivation of all supply.
1 A draft resolution on the collective payment of labor for employees in
Soviet institutions was on the agenda of the Council of People's Commissars on June 14, 21 and 24, 1921. At the last
meeting, the Council of People's Commissars adopted a decision in principle to switch to the collective
payment of labor for employees of Soviet institutions, for Moscow and
Petrograd from July 1, and for the rest of the republic from September 1,
1921, and established a commission on the issue of collective labor payment
for employees of Soviet institutions. A. B. Khalatov,
L. I. Ginzburg, and A. S. Kiselev, who were included in the commission, received the task:
"To revise the present draft so as to accurately determine, even if based on
small sample data, how many Soviet employees will remain
after the reduction and what their monetary and in-kind payment will be. The norm
for the reduction that should be achieved is to consider a minimum
of double, and if possible, triple. The guiding principle of the commission should
be the achievement of a situation in which satisfactory labor productivity is ensured in Soviet institutions."
On June 28, based on reports by A. B. Khalatov and L. I. Ginzburg, the Council of People's Commissars adopted
decisions, mostly formulated by Lenin.
Point "g" of the resolution was edited by Lenin according to the draft
resolution prepared by A. B. Khalatov.
Starting from point "g", the resolution was formulated by Lenin on
a separate sheet of paper and adopted by the Council of People's Commissars without changes.
The final text of the resolution on collective labor payment
for employees of Soviet institutions was adopted by the Council of People's Commissars on July 8, 1921.
