TELEGRAM TO ALL GOVERNORATE EXECUTIVE COMMITTEES \

The Volga region is starving, left without seeds [for] winter sowing. 
Urgent assistance is needed, [with] priority given to seeds. The sowing 
of the winter crop in the Volga region is not only a matter of survival for this 
large area, but also determines the food resources of the republic, and the 
possibility of economic construction [in] the coming years. The All-Russian Central Executive Committee (VTsIK) and the Council of People's Commissars (SNK) obligate you to collect, load, and deliver no later than August 20 [to] locations as indicated by the People's Commissariat of Food (NKP) 
89793 (and No. 89868) puds of winter rye or wheat. Sources for obtaining the specified quantity: 1. Harvest from state farms (sovkhozes) and collective farms (kolkhozes), 2. Collection of seed loans from 1920/21, 3. Immediate collection of the food tax, 4. Voluntary donations. To carry out this task, put the entire party organization and the entire Soviet apparatus on a war footing. [On] measures taken [under] this order, as well as the results achieved, report every three days [to] the address: VTsIK, Kalinin. [0887]

ON MEASURES ENSURING SOWING
IN THE FAMINE-STRICKEN GOVERNORATES* **.
[Between July 7 and 11, 1921]
The critical situation with the seeding of fields in the Volga region and the South-East requires exceptional effort [in] connection [with] the upcoming sowing. The impossibility [on] the part of the state to allocate a ready seed fund to the affected areas forces the Supreme Economic Council (STO) to ease the winter sowing [in] these regions by collecting [from] the peasants the spring seed loan distributed [in] this year in the form of winter sowing seeds.
