DRAFT OF A TELEGRAM FROM THE SOVIET TRADE DELEGATION
TO THE LONDON DELEGATION
[Between June 20 and July 2, 1921]
We address your letter of June 20, No. I, point by point as follows:
1)
We agree to grant concessions for all four enterprises (Kyshtym, Ekibastuz, Ridder, Taialyk). 2) We do not grant railway sidings [to be included] in the concessionary rail lines; however, we will allow a certain form of safeguarding [the autonomy of the concessionaire’s interests] on the main lines. 3) Negotiate the duration of the concession. 4) We will provide a specified sum from Soviet funds; negotiate accordingly. 5) Negotiate the share-based allocation. Oil is not specified—No. 2. 6) We agree to guarantees of non-interference.
We will not grant a concession unless they agree to supply us with 50–100% of the foodstuffs and equipment they import for their own use, with guaranteed payment.
