Beginning the twenty-second of June, the shipment of grain to the center
has been completely halted.
In addition to Bryukhanov's telegram, I point out the complete hopelessness of the center's position if grain shipments from Ukraine are not immediately resumed — no fewer than one route per day. Without this, an inevitable prolonged and severe interruption in the supply of the capitals is unavoidable, all the more inadmissible during the time of the Comintern congress. Therefore I propose immediately resuming grain shipments to the north, not fewer than thirty carloads per day.
