**To the Ukrainian People's Commissariat of Food, To Vladimirov**

Beginning from the twenty-second of June, the dispatch of grain to the center on your part has been completely halted. In addition to Briukhanov's telegram, I point to the complete hopelessness of the center's situation if grain shipments from Ukraine are not immediately resumed—no fewer than one trainload per day. Without this, an extended and severe disruption in the supply of the capitals is inevitable, all the more impermissible during the Congress of the Comintern. Therefore, I propose that grain shipments to the north be immediately resumed, no fewer than thirty cars per day.

I earnestly request that you inform [us] both by telegraph and by telephone what exactly you are doing and what are the chances for success*.
