I propose that you execute with the utmost urgency the request of the Supreme Council of the National Economy from June 13, No. 211308 concerning the assignment to the Kashir Construction project of all workers who were available on June 15 of this year, [the] mobilization in combat order within two weeks of the quantity of various workers at Kashirstroy specified in the request of the Presidium of the Supreme Council of the National Economy, in case of impossibility of mobilization, the transfer to Kashirstroy of labor army units of the Southwestern Front, with technical personnel and implements, and the adoption of measures to ensure that the Kashir Commission does not release workers and employees without the permission of the construction administration.

*In 1921 the departure of workers from an enterprise was permitted only with the authorization of the organs of the Main Committee for Compulsory Labor Service (Glavkomtrud), which was attached to the People's Commissariat of Labor. The Kashir Commission mentioned in the text was a local organ of Glavkomtrud.
