Comrade Martens!

I must reproach you for incorrectly directing the papers on American colonies in Russia429.

I only read them on 20/VI. It was necessary not to pass them through Bukharin, but to formulate practical proposals in Russian in 20 lines and send them to the STO, a copy — to me personally with a short letter.

The delay occurred due to the incorrect direction of the matter.

In essence. I am in favor, if American workers and colonists in general will bring with them:

1) food for two years (you write that this happened; therefore, it is possible);

2) clothes for the same period;

3) tools of labor.

The 1st (and 2nd) is most important. 200 dollars is less important. If there is the 1st, I agree to support in every possible way.

To speed things up, immediately prepare a draft resolution of the STO and submit it today (if you manage to before 3 o'clock),


to the STO today, at 6 o'clock — we will decide; if you are late, still submit to the STO at 6 o'clock, we will create a commission and decide on Friday, 24/VI.

Draft resolution: 1) conditions — the three above, 2) you are in charge (You + 1 American worker + 1 from the NKtrud?), 3) we help (we give land, forest, mines, etc.), 4) financial relations are such and such.

Please answer with the bearer.
