Written on G. V. Chicherin’s letter to the R.C.P.(B.) Central
Committee of June 15, 1921. Referring to the Emmott commission’s report to Parliament over the state of affairs in Soviet
Russia, Chicherin suggested that a similar “inquiry” should
be made into “Britain’s domestic conditions”. He proposed
that “Comrade Radek should be = officially = authorised to start implementing this plan” (underscored by Lenin).

On June 19, the Politbureau of the R.C.P.(B.) Central
Committee resolved: “To adopt the draft and to authorise Comrade
Radek to start implementing the proposed plan, with the right
to enlist other comrades in the work at his discretion” (Central
Party Archives of the Institute of Marxism-Leninism of the
C.P.S.U. Central Committee).
