NOTES ON THE DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS ON COLLECTIVE SUPPLY OF WORKERS AND EMPLOYEES
[17 June 1921]
1. On the enterprises listed in the approved list by the Supreme Economic Council, an experiment will be conducted and supply will be provided to workers and employees in the specified periods, based on the provisions of this resolution.
2. All supply to the mentioned individuals, both in terms of food and industrial goods for personal consumption, as well as in monetary form and housing, will be provided exclusively in lieu of wages.
Note: The supply of housing and its equipment, water, lighting, heating, entertainment, medical care, education, and other state services will temporarily continue on the previous basis until special resolutions are issued...
... 5. The annual quantity of the specified items included in the enterprise's wages will be determined for each item by multiplying the number of workers in the enterprise, as recorded in the payroll in March 1921, by the annual norm of their supply with these items, which was in effect in the first third of 1921 [according to the decision of the Utilization Commission and the plans of the People's Commissariat of Food].

* The issue of collective payment of workers and employees of some state enterprises in lieu of wages was discussed in the Sovnarkom on June 14 and in the Supreme Economic Council on June 17, 1921. The draft resolution, presented by Yu. Larin on June 17, was signed by Yu. Larin, V. V. Schmidt, L. I. Ginsburg, A. Ya. Vyshinsky, and S. M. Wunderlich and corrected by Lenin. The final editing of the decree was entrusted to a commission consisting of Yu. Larin, V. V. Schmidt, P. A. Bogdanov, and A. B. Khalatov. At the meeting of the Supreme Economic Council on June 24, it was decided to postpone the publication of the lists of enterprises transitioning to collective supply until the issue of collective supply for Moscow and Petrograd was resolved.
