A large salt caravan has accumulated in the Nizhny Novgorod port,
requiring urgent unloading. There are approximately 5 million
poods of salt approaching. Unloading is proceeding extremely slowly due to Volgoprod not receiving the necessary number of loaders, [and] also low productivity, despite full satisfaction of the basic
ration. By decree of May 31, 1921, the Council of People's Commissars
recognized the transportation of salt as a military-operational task. Therefore, I propose ensuring Volgoprod with the full number of loaders for unloading barges in the shortest possible time, primarily before
others, in order to ensure their fullest and fastest turnover. Keep me informed of the progress of work. [610]
