Decree of the Council of People's Commissars

The Council of People's Commissars has decreed:

To abolish the decree of the Council of People's Commissars of 26 November 1918, published in the Collection of Laws under article No. 896, concerning the organization of an inter-departmental reference service at the People's Commissariat of Posts and Telegraphs and its local bodies.

To concentrate the reference service at the People's Commissariat of Internal Affairs and at the administrative departments on the local level.

Please send, without referring to me, the following letter to the corresponding district and provincial state farm*, and then verify that it is carried out:

A report has been received that peasants are indignant at the mismanagement in the state farm "Gorki" near Moscow. There was, it is said, a wealthy and well-ordered estate, but now everything is falling into decline. The pond where fish were bred will be lost, and now it is "draining away." It is necessary to try to find in Moscow a capable person in fish breeding and pond management, send him to the spot; give the assignment to the state farm "Gorki": it is obligatory to attract the nearby peasants, give them a share of the profit, and a larger share, from the fish-breeding, but do not let the enterprise fall into ruin—raise it.

We wish to ask your assistance in the matter of supplementing our collection of foreign documents with official publications of your Government and we hope that you will include our name in your list so that we may in the future receive your publications and that you will also send us, if possible, old numbers.

Such an arrangement will be beneficial not only to us; we think that, undoubtedly, it is in your interests to have authoritative information regarding your country in the collections of such an extensive reference library as ours. Our collection of foreign documents reaches to a thousand volumes and is acquiring ever greater significance in research work of all kinds.

Your assistance in increasing the value of this collection will, of course, be appreciated; for our part, we agree to exchange mutually such publications of the University as you would wish to receive, if you would only precisely indicate what you desire...

* In a note on the direct line, transmitted on 14 June 1921 to comrade Ordzhonikidze in Baku, it was reported: "Comrade Ordzhonikidze! This morning comrade Lenin asked me where comrade Stalin is now located. If you know, please inform, as Lenin does not have an address and has repeatedly asked.—Alliluyeva" (Archive of IMEL, doc. No. 44481). On 15 June a reply note was received from Baku, transmitted by order of comrade Ordzhonikidze: "In reply to your inquiry I report that comrade Stalin is in Nalchik. You can correspond with him through us or through a member of the CEC of the Mountainous Republic" (Archive of IMEL, doc. No. 44480).
