Comrade Gorbunov! Please send, without referring to me, the following letter to the corresponding district and provincial sovkhoz, and then verify its implementation:

A report has been received that peasants are indignant at the mismanagement in the sovkhoz "Gorki" near Moscow. It was supposedly a wealthy and well-organized estate, and now the whole operation is declining. The pond will be lost—there used to be fish breeding there, but now it is "disappearing." It is necessary to try to find in Moscow a knowledgeable person in fish breeding and pond construction, send him to the spot; give the task to the sovkhoz "Gorki": it is obligatory to involve the neighboring peasants, give them a share of the profits, and a larger share, from fish breeding, but do not allow the economy to decline, but rather raise it 384.
