3) Concerning the concession of the Petrograd port — the question was decided in the SNK (without me) only in principle and was handed over to Commission 385. In this commission both Chicherin and Dzerzhinsky m u s t struggle [for their positions].

Write to them (and to Zinoviev) about this.

From the commission it will go once more to the SNK. It is too early, then, to drag [it] to the Politburo: Chicherin and Dzerzhinsky are rushing in vain, not seriously going into the matter in the usual, Soviet, order.
