LETTER TO V. A. AVANESOV

Comrade Avanesov! I cannot be at the commission tomorrow. I ask you, when everything is finished, just before submitting to the Presidium of the All-Russia Central Executive Committee for approval (it approves, doesn't it?), to send me the text so that I absolutely have the opportunity to make my amendments before approval by the All-Russia Central Executive Committee (decree of the Council of Labour and Defence and the Council of People's Commissars,—regulation on the Provincial Economic Conference, etc.).
I also ask you very much: to ensure in the Presidium of the All-Russia Central Executive Committee the strict punishment of the Provincial Executive Committees (no less than arrest for the heads of ...** and so on; no less than reprimand for the "pre-gub" [chairman of the provincial executive committee]). If less, submit a complaint to the Central Committee, I will support you.
Answer me to this in a couple of words.
